The Iranian Repression Commons

Abstract

The IRGC and its affiliated apparatus — the Basij, morality police, revolutionary courts, and state-sponsored proxy militias — function as a transnational, economically self-funding repression commons that sanctions and resolutions have failed to constrain for four decades. The Fair Framework diagnoses this as a governance vacuum and proposes a single-mandate Iranian Freedom and Non-Recurrence Monitoring Body (IFNRMB): a Repression Risk Index, a Dismantlement Verification Protocol, permanent structural safeguards, and a voluntary sanctuary architecture, designed so that once the apparatus is dismantled it can never be rebuilt. The mandate is measurement, verification, and structural prevention only — never populations, never faith traditions.
