Abstract

Earth's electromagnetic environment — particularly the Schumann resonance cavity — is a planetary baseline measurably sensitive to deep subsurface drilling, ionospheric heating, and the cumulative electromagnetic footprint of modern civilization, yet no institution models its aggregate state. The paper defines this commons and proposes a Planetary Electromagnetic Baseline Observatory (PEBO) and a Cumulative Electromagnetic Impact Assessment to make the system visible before its limits are tested blindly.
