Abstract

After polar ice, groundwater is humanity's second-largest freshwater source, anchoring water and food security for nearly half the planet. National extraction, industrial contamination, and the absence of any global governance are depleting it irreversibly. The paper proposes a Global Aquifer Monitoring and Registry System (GAMRS) to measure and govern the reserve below before it is drained past recovery.
