Earth's Atmospheric Commons and the Geoengineering Governance Vacuum
Abstract
Humanity is conducting an uncontrolled experiment on its own atmosphere: stratospheric aerosol injection and solar-radiation-management field tests are being piloted by independent actors, and carbon-capture is deployed at scale with no aggregate climate-modeling requirement — while the atmospheric commons has no binding global governance. The paper applies the Fair Framework diagnostic to the planetary atmosphere and proposes a Planetary Atmospheric Baseline Observatory (PABO) and an International Geoengineering Governance Treaty (IGGT).
