Abstract

The precognitive commons is the shared, cross-domain pool of signals that precede targeted violence — anomalous behavioral patterns, digital activity clusters, psychological markers, and physiological anomalies. Today's threat-assessment tools exist in silos; synthesized through a single, lean measurement architecture, they can detect and interrupt mass-shooting pathways before the act. The paper proposes a National Precognitive Monitoring Body (NPMB), with civil liberties protected through explicit constitutional architecture rather than left to discretion.
