NASA-Captured Pulsar Audio as Evidence of an Ungoverned Cosmic Broadcast Layer
Abstract
Pulsars emit continuous, ultra-precise electromagnetic broadcasts — received by radio astronomers, astrophysicists, and consciousness researchers in total isolation, synthesized by no one. The paper treats this as a genuine cross-domain commons and holds two levels explicitly apart: at the scientific level, the governance vacuum around pulsar data is real; at the speculative level, the Broadcast/Receiver Model (Paper IX) raises the testable hypothesis that these signals may carry deeper structure. It proposes a Cosmic Broadcast Monitoring Body (CBM) capable of formally investigating the question.
